QUANTITY SURVEYOR

Role Overview

We are seeking an experienced and commercially aware Quantity Surveyor to support the delivery of reinstatement and surfacing works within the utilities sector on our key frameworks. The role involves valuing completed works at our frameworks rates, administering contracts, and ensuring commercial performance across multiple contracts, ensuring value for money while maintaining compliance with client specifications and industry standards.

Working closely with the Commercial Manager and Commercial Director, the Quantity Surveyor will play a key role in maximising profitability, capturing value & managing risk, and supporting operational teams in delivering high-quality reinstatement works.

Key Responsibilities

  • Commercial & Financial Management

  • Prepare applications for payment for review and submission

  • Measure, value, and agree works in line with contract requirements (e.g., SORs, BOQs)

  • Manage subcontractor accounts, including procurement, payments, and final accounts

  • Identify cost risks and opportunities, reporting regularly to senior management

  • Assist in the preparation of weekly / monthly cost/value reconciliations (CVRs)

  • Contract Administration

  • Administer contracts in accordance with relevant frameworks (e.g., NEC, bespoke utility contracts)

  • Manage change control processes, including variations, compensation events, and claims

  • Ensure all contractual notices are issued correctly and within required timeframes

  • Support dispute resolution and commercial negotiations where required

Operational Support

  • Work closely with operational teams to ensure accurate capture of work completed

  • Provide commercial guidance to site agents, project managers and directors

  • Ensure compliance with client specifications, including reinstatement standards (e.g., HAUC / SROH where applicable)

  • Monitor productivity and performance of reinstatement and surfacing works and identify issues with data recording an record keeping (Tracksheets)

  • Stakeholder Management

  • Build and maintain strong relationships with clients, subcontractors, and internal teams

  • Support the Commercial Manager and Commercial Director in strategic decision-making

  • Attend client meetings and contribute to performance reviews

Reporting

  • Produce accurate and timely commercial reports

  • Support audits and ensure robust record-keeping

Experience & Qualifications

  • Proven experience as a Quantity Surveyor within utilities, reinstatement, or highways/surfacing sectors

  • Strong knowledge of utility frameworks and contracts (e.g., NEC)

  • Understanding of reinstatement standards and specifications (e.g., SROH)

  • Degree or equivalent qualification in Quantity Surveying or Commercial Management (preferred)
